The Tokyo Metropolitan Police Criminal Investigation Unit has welcomed its latest recruit, Sakon Futatsuki, who works alongside his older brother Ukon. Together, they solve a wide range of criminal cases while upholding their values and principles. However, Sakon's colleague, Risa Aioi, has her own unique and unconventional approach to capturing criminals. Her infatuation with offenders often leads her to stalk and pursue them relentlessly until they surrender. Despite her impressive track record, Sakon is disturbed by Aioi's dubious tactics, and he attempts to convince her to adopt a more ethical and standard approach to detective work. As he discovers more about her dark past, however, he becomes hesitant to confront her. On the other hand, Aioi recognizes the need to regulate her impulses, particularly as she longs to capture a particular criminal. As Sakon worries about Aioi's safety, he realizes that fighting "poison with poison" is his only recourse. In a supplemental one-shot, "Shinobi Shinobazu," the duo encounter a sinister shinobi threatening the safety of the city.
